1. static pob builds a ship construction module
1.1 ship construction module is upgraded to maximum size
1.3 static pob can now build barge module
2. barge module (aka heavy lifter in a party frock) is undocked from base
2.1 barge module is 'deployed', but is a sitting duck in space (like the nommie battlesheeps in the hamburg mission, in SP)
2.2 barge module needs upgrading to become operational
2.3 engine modules, ship docking modules, jumping module, defense module (i.e. turrets) shield module, etc etc module
3 ship is now ready for action
3.1 ship requires fuel, food, crew, water, basic alloy, cryocubes, etc, just to keep it operational, or its a sitting duck.
