Strictly speaking, the Cash Cow is the property of IC's 'Border Worlds Acquisitions' Department, which basically means the Do-Whatever-The-Hell-You-Want-As-Long-As-We-Get-Our-Money Department; I essentially followed the IND's precedent, but the ID has been changed out for something more appropriate.

This is what i'm saying. When you need it, you can get flexibility on ID.
When it's against you, you will kill everything in your way to be "Strictly by the rules"
