Monk is right. When the lawfuls are not around, there is nothing to stop people from "violating" faction rules regarding independents.

This is why I think that it probably should be a server rule for Independents to register on the forums if they want any authority at all. Otherwise, you can have a bunch of independents running around, charging people random fines for crimes that they made up themselves.

ok register,but for example i fly as smuggler and independant police pilot stop me and he will something.(fine,droping cargo,leaving system etc.... ) so how i know if he is registered or no? or i need to switch to the forums and find him? In the time i am destroyed...

But on the other side is not right when independant players have no right to policy, because not all will be in faction and folow the goals of the faction.
