You'll never find any bunker or base (anywhere in the world, honestly) that will have submarines that aren't being used and are ready to set sail. Usually you find a bunker full of submarine chassis that aren't complete, awaiting to be queued into production. The same is true with fighter jets and bombers too - a country rarely ever builds more than exactly what is needed as wars are usually won not by how many resources you have, but rather how you utilize those resources.

Terminology sounds wrong, but this is where...well...ordering, comes in? You pay them, they start building it, you wait 5 god damn years,you buy it, you own it.
