One IMG member cannot possibly make a Military operation by himself.

And the thing that supports my point of view is that it says clearly that he is allowed to hunt pirates down.
So, hunt, not self-defense.

Ofc, about Bounty Hunters, you are perfectly right.
IMG would actually love a lot of Bounty Hunters around their bases, to keep their routes safe.
And as they are rich, they can even pay them for escorts/defense.

BSG are allied only with TBH (questionable, yes, it will maybe have to go to friendly as well), friendly with Benitez, and neutral to all other Corsairs.
