IMG should be neutral to both BHG and Red Hessians. If anybody doesn't believe me, go to IMG's Friestadt Base in Omega-7. Dock there. If you are neutral with the BHG (no more than one pink box), you should see missions available from the BHG in the bar. If you're hostile, you should still see some BHG representatives in the bar, but they won't want to talk to you. The fact that IMG bases offer missions on behalf of BHG and that BHG representatives can be found in IMG base bars proves that IMG is neutral to BHG. While you're on Friestadt Base, use F9 to read the base description that says Red Hessians sometimes dock there to sell ore. After you launch from Friestadt Base, stay nearby and you should see a single Red Hessian docking a few times per hour (I've seen this in vanilla, so it should be true in Discovery, too).

"IMG ID owner cannot participate in any unlawful actions or military operations."

I read this as: IMG owner cannot participate in any unlawful action or unlawful military operation. That means to say military operations are ok as long as they are lawful.

But, now that I look at it closer, it could be read either Dabs way or mine. Another imprecision that must be ironed out I guess.

Yngen and Dab: The prohibition on unlawful actions would apply to all unlawful actions, including unlawful military operations. Since military operations are also specifically prohibited that means that both lawful and unlawful military operations are prohibited. The answer is clear to me.
