FLC unforunately won't help you much in Cassini - it only works in two dimensions

You can in fact use it to see if something is above or below plane (though it won't tell you how far) by selecting the system/base in the second set of drop downs like so:



The location column will give a grid reference (as usual) and tell you whether something is above or below the plane (unless it's on plane of course).
