Is it true the blood dragons wont change at all even in the next mod update?

with the collapse of the Samura backed imperial government, a lot of what that faction sought to accomplish has been reached [...] frankly, I think the usefulness of the BD as a faction is coming to an end.

Sure, Dragons fought to overthrow the Samura empire, and back then they tolerated Kishiro because they were less of a concern. But now, with the Samura shoved into a corner and Kishiro in the center of power, their goal is in nowhere achieved or anywhere near being so. Dragons never fought Samura based on a grudge or anything (Simply, the Samura-Dragon hostility wasn't like the Corsair-Outcast one), but rather, they fought Samura because of the wellbeing of Kusari - Their house -, and that wellbeing, needless to say, was defined from their own point of view (So the relations were more Xenos-Navy of sort).

Now after the shift in government, for that one simple reason stated above, the Dragons have not achieved anything as Kishiro has proved to be a far worst option for being in power than Samura. The house has been weakened and foreigners have been pulling the strings ever since Kishiro managed to push Samura aside, so the Dragons can still fight for the same goal, and also become more aggressive - Using the current chaotic situation in the weakened Kusari for their own advantage.

And do remember that InRp, for all the Dragons in Chugoku, it's their whole life. They don't know anything outside of being a Dragon (Most of them at least), so even if one day they do achieve their goal (Which they haven't so far, not even one bit, and that's where you're wrong), you can't expect them to go "Well, ok. This was fun. Let's go spend the rest of our life enjoying drinks in a bar on New Tokyo". Even if they do achieve their goal, they'll come up with a new goal to fight for, because that's what they've been doing for generations - Fighting for something they considered worth fighting for.

Shift the focus of the Blood Dragons from fighting to overthrow the government to fighting to prevent Gallia from pulling the strings.

Just don't.
Having another Gallic-dependent faction is the last thing we'd need in the mod.
