Is it true the blood dragons wont change at all even in the next mod update?

Shift the focus of the Blood Dragons from fighting to overthrow the government to fighting to prevent Gallia from pulling the strings. This isn't rocket science. They love Kusari, they don't want to see it run by Gallia. Toss an alliance with the Maquis in there while you're at it, would work nicely.

Not exactly. That would be a possible angle the Hogosha would have, as they tend to be the ultranationalists in Kusari (along with the AFA). The BD only really have the piracy angle going for them (which works against them), their fighting against the Nomad corruption, to an extent. But they don't have the Samura backed imperial institution in control of Kusari anymore. If anything, the Blood Dragons could now fulfill their revenge by completely taking out the Exiles and the last remnants of the imperial line. But that'd mean the end of two factions...

This part of the BD faction infocard describes the faction's modus operandi - and was my reasoning for thinking their goals largely met:

The history of the Blood Dragons goes back to the fourth century. The founding members of the group were the Shogun’s Royal Guard during the Hideyoshi family dynasty. In a bloody coup during the celebration of the revived Sakura festival in 321 AS, the Shogun was surrounded in the palace by Samura-backed elements of the military and asked to surrender, along with the Royal Guard. The Shogun, humiliated by the shame he had brought his family, committed suicide. The guards, headed by Kozue Okamura, did not acquiesce so easily. In a bloody battle, they fought their way out of the palace and retreated into the darkness of northern Kusari space. Here they regrouped and began a long guerrilla campaign aimed at overthrowing the Samura-controlled Kusari government.
