Are you sure it is clearly visible? Because in my opinion for example it is not. And anyway it does not change the fact that changing laws by public announcements is not allowed by laws itself. And also I really can´t understand why player(s) have time to write public announcements but don´t have few minutes to update laws.
By the way, this is exact reason why even lot of police or navy players don´t know Liberty laws properly. And imagine that from new player point of view (most of them start playing in LIberty). They should read that whole wall of text, then read even bigger wall of text in announcements. All of that after they read the server rules wall of text...
