The current player numbers in factions these days doesn't really allow for Carriers to be used fully in your idea.
thats what i meant in the first post by classes i think... i wasn't sure at the time because i dont really know how many ships can have a dock module, but.. yea.
Small Dock module, Medium Dock Module, Large Dock module would solve that problem.

As for the player count thing, so what? whos to say the numbers will always be the same, just because the player count is low even at maximum theres no point in removing possibilities just for that reason, not allowing the chance for things to happen from the very beginning is just silly.
