Reduce cargo space demands of carrier bays, the hangar bay shouldn't interfere with the cargo bay. Let the cost balance itself. In turn, each bay should hold more ships. Or, more bays per ship. Either way, we need more emphasis and importance on carriers, so that player fleet battles well, they aren't just a "Bring gunboats & dreads" game anymore.
