I think Hone's idea could work.

A lot of people do not understand the two purposes of the system. One is for events, which many of you have pointed out can be done off plane, the other is the conn-like system of people congregating in an area looking for RP without the risk of something like an opposing faction, pirates and or lolwuts knocking them out for four hours.

Unsure of how to fix the ramming issue.
