Firstly, it is quite impossible to restrict a ship to only hauling liquids and gaseous materials. It is hard coded into the game and whatnot.

Therefore, your ship with a cargo space of 6k will become the overused silent power-trader ship because nobody gives a damn about who owns ships now with the cargo nerfs. Like hell the power-traders would even see a need for weapons anyway.

Therefore it won't happen.

Now with technicalities gone, I shall remove whatever roleplay material you have suggested.
You say that H-fuel runs the wheels of Sirius. I beg to differ, there are other fuel sources out there, contrary to what you say. There is MOX that Bretonia and Rheinland often use and then there's Gallic promethene. GMG does not run a monopoly in the fuel industry.

Now let's say that H-fuel is the only fuel source available. Even then your point does not stand because GMG isn't the only gas mining faction out there. Other factions mine gas, either in small amounts for personal use, or larger amounts for export. A prime example is Mannheim station in Frankfurt, owned by Kruger and is mining gas from Heidelberg for Rheinland.

Now even if GMG does control the H-fuel industry and is supremely powerful and almighty because it controls every god forsaken house in Sirius, it still won't produce its own ships, GMG's alliance with Kishiro ensures that. Kishiro is a Kusarian keiretsu that has shipbuilding expertise. The GMG would therefore want to outsource their ships to Kishiro for cheaper production. In return, Kishiro is bound to obtain the rights to using the ship since Kishiro does deal in the fuel industry as well. Frankly put: The fact that Kusari does not -need- the ships, does not mean they don't -want- it. I mean, I don't need billions of money, a mansion and a personal helicopter to live my life, doesn't mean I don't want that.

Now let's say the GMG does the ship building itself. Why keep it to themselves? Such a useful ship would definitely find buyers from all around Sirius. They would earn quite a bit of credits selling ship plans out to individual contractors to produce the ships for them and sell them off at the same time.

Finaly, don't tell me you want exclusivity to this. A civilian transport would defintely be taken to the world market. Which is why everybody in the world gets to buy Ferraris and not just the Italians. If you want to bring up other exclusive things like fighters and battleships, don't bother. Those are military stuff. Like hell America would suddenly sell top-secret military ships to random people on the internet.

Summary: Your entire statement, both in terms of statistics and balancing and in roleplay, does not make sense and will therefore not happen.
