Before you go shooting your mouth off about fuel sources. Please read up.

MOX is not used by only capital ships.
In fact, I can tell for a fact that MOX is used widely by any big ships and various bases around Sirius. The fact that a Bretonian war with Kusari and how Bretonia is still able to fight on with H-fuel supplies cut off more or less proves your point wrong. LD-14 produces MOX capable of powering the Bretonian fleet. Other fuel sources such as Zoner deuterium and Gallic oil and promethene are also alternative fuel sources available.

InRPly, H-fuel is not the only fuel source available (or Gallia wouldn't exist) and the GMG does not hold a Sirius wide fuel monopoly. Even if it is one of the most widely used fuel, doesn't mean that it is the only fuel available and that everyone uses them.

But all that is irrelevant. Balancing issues trump RP reasons, no exceptions.
Due to the balance issues a ship like what you suggest will bring and the sheer headache of keeping it exclusive, this ship will never become reality.

On both fronts, RP and balance, you lose. This argument is over.
