Hogosha are quasi-legal. They are about as lawful as Junkers. This base makes about as much sense as a Junker base next to Manhattan shooting at their enemies.
Let's see how this goes down. Perhaps it will be the same as the Mollie base and you will have to pay the Hogosha players to trade with Kusari. Sounds about right.
