This means we (meaning you and I, and anyone else dismissing the fact the base is inrp for that matter.) can have a conversation ON Skype about it, as it is my preferred medium of interaction.
Now, if you want to blame that on miscommunication or simple misunderstanding that's fine. But you should probably read the entire post before assuming things and then seeming like a completely ignorant person OR someone with incredibly bad eyesight/short attention span.
Now back on topic, Ryoken stated that a base could pop up over night and have guns fairly quickly, and would be a problem if placed outside Erie. I'm not sure but if a base like that popped up, and was turned to full hostile, I think admins would intervene as it is attacking the spawn areas.
New Tokyo is a /restart spawn area. Players are consciously making the choice to go there. upon finding their ship under attack (if they made a mistake for example.) they can always redo it and move.

Now as for the mission parts attacking Hogoshan assets. I would call this a flaw with the vanilla RP.
This isn't Vanilla Freelancer. Stop acting like it is.
I'm not even sure why the QQ about this base is still around, I'd have thought the mature people would have gotten over it already. The trolls had moved on, etc.
