If I were to collect on someone's bounty, the last thing I would want is my enemy to have early warning that I'm after him. It would be even worse if this was required on the basis that it's "only fair". Shooting first and explaining your reasons why during the aftermath makes more sense in this situation.

Military and police announcing it on the other hand is quite understandable, also it would help to alert other units that there's a conflict.
