Yea, but restaurants don't come with defensive platforms, nor do they manufacture military grade goods. And generally, pirate factions enjoy getting into trouble over doing "unsocial" things
Trade centers could, with the IFF assigned to the station, become open to all now. The choice is to the base owners. I know it tends to take a lot of micromanagement to make sure that if you open a base to all, that you set your stores so that other players can't cripple a base by taking away critical goods or flooding a base with useless goods. I think that is the main reason people deny random unknowns access to their bases.
