You could probably replace NZ's military with one of those. It would probably be more useful in terms of defense, but not so useful when it comes to helping cyclone-struck island nations (unless we wanted to BURN THEM ALL, which would mean we never have to help them out again).

I don't think Hobbits have the ability to operate lasers and heavy machinery.
