Ok, so we asked a guy from discovery staff about this.

[18:27:24] КФШВ ПФЬЬФ УМУКН ВФН: just
[18:27:33] КФШВ ПФЬЬФ УМУКН ВФН: can somebody hire a freelancer to actually kill/shoot somebody that's away?
[18:27:34] КФШВ ПФЬЬФ УМУКН ВФН: like
[18:27:35] КФШВ ПФЬЬФ УМУКН ВФН: 10k away
[18:27:37] КФШВ ПФЬЬФ УМУКН ВФН: 20k away
[18:27:39] КФШВ ПФЬЬФ УМУКН ВФН: known to be in the system
[18:27:40] КФШВ ПФЬЬФ УМУКН ВФН: etc.
[18:27:46] КФШВ ПФЬЬФ УМУКН ВФН: not right here shooting at you
[18:28:58] Aeternus Doleo: So long as the target is made aware of it, I suppose it falls under this rule. Would fall under the "on the spot" bounty rule. Other party must be made aware of the bounty.
[18:29:35] Aeternus Doleo: ... and remember they have to be specific. Only factions can post blanket bounties.
I see. Can he be made aware of this by the bountied person himself? Like, he's flying up to him, says, "You've got a bounty on your head, just got it via private comms"? Or, if not, can he say "You've got a bounty on your head, person X wants you dead"?

<<< ... and remember they have to be specific. Only factions can post blanket bounties. That raises another question - can i use freelancer as in first example, i.e. jump via hole and shoot anybody hanging there?
[18:48:54] Aeternus Doleo: Not just "you got a bounty on your head". The bountying party must be identified. "BigBadBoss wants your head." This so that if there is any doubt about the validity of the bounty claim, the party that initiated it can be verified.
So Basicly - we actually can hire someone in space to kill someone for us without being involved ourselves at all. It's enough to say "Player X bountied you, defend yourself" to make him aware of this without posting a bounty on the board.
