There are few simple solutions like introducing proper restarts for all factions or proper total repninjas with each ID.
I cannot remember the last time when I made character from scratch since it just takes at least 1 hour to fully equip and repp it, if you count the basic map/holes addons or exotic combos like Rogue Maruder then it is more then 10-12 hours in-game time...
Better Info Items for new characters explaining the basics are also required. I can see 3-5 Items each of them with different basic information.
Angels in my opinion are quire useless, people logg in to play the game not to serve as helpdesk operatiors, the help should be automatized and really easy to access.

Official faction players that are often accused of elitism, never deploy them and have those weird, immersion killing "fair fight/dueling" suicidal hobbies. (yes, i've seen enough of those lolduels, where house military with overwhelming force on the field willingly loses a pilot in a duel. ffs.)
