Look at your id (Lane Hacker ID)
It says:
May engage in piracy.
Can engage pirates, terrorists and lawfuls within Liberty and the Independent Systems bordering Liberty. Or one system beyond a system containing a Hacker base.
Cannot ally with any military, police, or corporate players.
Cannot use any transport with more than 4,300 cargo.

So that means you cant pirate 2 systems from a Hacker base, but still you can have piracy one system from a hacker base. So if theres a Hacker base in Kusari (theoretically) we could pirate there. But does it count for player bases? I don't think its sure for one building a Hacker base in far-off Rheinland and pirating there.
