Well like I said, I have not seen anything about a democracy so far in their lore, it might be there but can't see it yet.
About a female leader, all I see is the following.
Quote:NPC faction info from wiki.
The Golden Chrysanthemums are a terrorist organization dedicated to the overthrow of the current Kusari government and replacing it with a matriarchy that is dedicated to the good of all the people, male and female. They are especially concerned with the rights of the severely oppressed women of Kusari, and see themselves as freedom fighters in the cause for equal rights.
Quote:* [Blood Dragons] Mariko Masami/Blood Dragons (at Battleship Matsuda in Okinawa)
The Golden Chrysanthemums believe that they have the next emperor -- excuse me, empress of Kusari back in a corner of the living deck in the form of a seven-year-old Kyushu girl. They're teaching her everything she needs to know to run the country. Good luck.

We will continue our fight until a woman leads this country. I do not believe in much of the strange things they preach on Ainu, but one thing is certain. The women of Kusari must be freed of the oppressive yoke of our paternal society. Only then will Kusari move forward again.
So I do see some evidence in wanting a female to lead.
I don't see how they have lost their reason for existing.
Sure they may of thought that Kishiro taking over was a step in the right direction, bt it was a step, not the end of the journey.
Either way now they have found out that another corporation pulling the strings is just more of the same and their position is unaffected.
There may of been a couple of individuals that took the amnesty, maybe they thought they were stronger than their addiction and that this was a brave new world.
But I think for the most part they would of realised the offer for it's true worth.
A way to kill off the GC without fighting.
