As for the "can I enter house space" thing.. Yes, you can. But in the case of the cruiser, you'll be bringing a warship into house space, which is rarely appreciated by the local law enforcement. Which isn't very strange, as it's basically the same thing as a Chinese aircraft carrier (they put that ancient one into active service, right? :p) entering Japanese waters.
I suspect that if you roleplayed really well, and came up with a good reason to come into house space, you could get permission to pass through. It'd probably take quite a bit of work to get yourself trusted enough for this to happen, though, and I don't really see you getting any kind of permanent or semi-permanent permission.
