Without being able to engage cruise, and with your weapons offline? Only snubs would use it, then. Trader's - possibly (if thrust is allowed). Smuggler's - unlikely, since cruise is unavailable.

Smugglers would probably only use it when passing trade hubs such as jumpholes, jumpgates high populated areas at stations and planets, and when docking at their sell location (for example a smuggler with Cardamine docking at Planet Manhattan.) They could also charge their cloak when lawfuls show up on their scanners and thrust until the lawful is gone.

Same for traders when they're passing obvious piracy areas at lanes, gates and jumpholes.

Capitals can also use it for raids, when they're trying to push forward into foreign space without being recognized on scanners. (For example Rheinland fleets proceeding to Planet Hudson. Or after a withdrawal into nebulaes/asteroid fields.

There can be found a use for every vessel actually. (However, since it doesn't need fuel, the device should take more cargo to mount.
