Buenos dias Señores y Señoritas,
as promised, your plead was taken to the right ears. Now as promised as well some more questions arised.
While the Empire fully supports and applauds everyone who is out for Outcast blood we have to be carefull who we work with on a direct basis as we higly value our allies and supporters and we do not wish to infringe on any of our relationships due to the presence of your group.
On point that means that if we come to an agreement you will receive a list of people and factions you should avoid to pirate as if your life depends on it, which it does in fact.
Furthermore the Empire has to know where your allegiances lie- we don't want to cooperate with anyone working with our enemies even if you want to kill Outcasts with us, so i will need more informations on your partners, if any.
Now apart from these issues we have to talk about your financial concept- as in your group pirating in our waters - i think a monthly share of your plunder would be very appreciated- we need goods, not pesetos.

As such- for letting you work our turf the Empire will need one tenth of all your captured ship hull panels, Military vehicles, munitions, black market munitions, H-Fuel, MOX, plutonium, nuclear devices , light arms, food rations, luxury food, consumer goods, luxury consumer goods, superconductors, high temperature alloy as well as HE-3.

This booty shall be delivered to Omicron Gamma or any other Corsair installation as fitting.

So...señores...what do you say? These are the most basic conditions for working on our ground and using our bases as a staging and retreating point. Of course if we come to an agreement we can talk about operaions against Outcasts, too- and backup if you bit off too much of the orange scum than you can chew through...
