No, Nomads aren't allied to us. We mind our own business, though, and leave each other alone. (Nomads don't care about us, because as we're addicted to cardamine, something in our DNA feels okay to nomads)
Outcasts, on the other hand, don't really need war with Nomads.

However nothing prevents individual OCs from playing Nomadophiles. At the moment.
Don't consider this to be official reply, though - I'm merely 101st recruit.
