Hello:

This the administrator of RD&A speaking (YES you heard right, The Administrator Of The Department of Research Development and Analysis).

I would like to introduce myself. My name is Martin Welch, and I am here to provide the Leadership this department needs because, after all, Technology is a powerful resource that enables us to realize dramatic productivity improvements and create competitive advantages in the War against the enemy. Unfortunately, far too often these benefits elude our organization .

One of the major reasons that technology investments fail to meet expectations is that those charged with selecting, implementing and managing technologies do not have an appropriate balance of business and technology experience. This balance is critical to successfully exploiting the potential of technology to drive results.



I Have the expertise to help our organization align technology decisions with strategic and operational objectives. I will provide services that solve three key technology challenges:

- Identifying opportunities to gain a strategic or operational advantage through the use of new or existing technologies.
- Finding technology solutions that offer the best fit for the organization's needs at the lowest total cost of ownership
- Integrating technologies effectively into operations to maximize their return on investment

The development in technology has reached such height that it is difficult to think further improvement in technology. But hats off to those scientists who are continuously working day and night for helping our people by bringing improvement in technology, (Yes i am talking to you mister Libney, mister Palerton and of course mister Manson).
