Actually, regarding Zoner neutrality, it's really quite simple.

Zoners want to be neutral to everyone, so that they can get along.
Not everyone wants to be neutral to Zoners in return, though.

Thus, your Zoner Juggy going out into space is supposed to be, by role-play, neutral to the Outcasts. That doesn't mean the Outcasts HAVE to be neutral back to you - they are perfectly free to pirate or destroy you. Are they violating any SERVER rules? No. Does that mean that there may not in ROLE-PLAY consequences for their actions? Of course not - there could be. (In this case, probably not, because you're being an instigator.)

As a perfect example of this from a couple of years ago -

The BHG|Core got irritated that the Zoners were being very chummy with the Order, while being less friendly with them. At the same time, the Corsairs ALSO were irritated with the Zoners for similar reasons that had to do with Outcasts. Net result - the BHG|Core and the Corsairs ended up with a Non-Aggression Pact (not quite allied, but nearly so) against Zoners and Order. So you ended up at one point with combined BHG|Core / Corsair fleets shooting at Zoner / Order / Outcast fleets. And on the side, the Keepers (Nomads) were silent partners with the BHG|Core due to the Core Guildmaster being an infected Wilde.

Complicated? Sure. Potentially confusing? Oh, yeah. Much screaming on the forums? Definitely. Violation of SERVER rules? Nope - all done within role-play, with in game role-play consequences, and no need to involve the server admins.

That's been our point all along that you apparently refuse to consider - we do stuff here because we LIKE to role-play. Player vs Player combat can be, and is, a valid part of role-play, but for most people here it is not what defines the role-play, it's secondary. And the minor detail that most of us have multiple characters, and thus multiple personalities available on the forums and in games means that we can sometimes end up arguing with ourselves.

That's why if someone wants to pirate or shoot a Zoner, he's free to do so. That's why K'Hara ships can sit in space looking for friends. That's why some Outcasts worship Nomads and other don't. That's why some LPI are always on donut break or bashing out your taillights looking for a bribe while others aren't.

If you want to farm Nomad NPC battleships for components needed, you're free to do so. There simply will be in-game role-play consequences for doing that - certain members of the Outcasts that effectively worship Nomads, as well as the K'Hara faction itself - will hunt you down and kill you. And since Nomads have a ZOI of EVERYWHERE - you may run, but you can't hide from them if they really, really want you dead.
