Ye, the next-gen consoles are already outmatched in terms of CPU, it's the GPU that will take a while to surpass. And not so much in terms of raw processing power, but in terms of features.

In 2006 MS released Xbox360 and DirectX10, about a year later all games where developed with basis in DX10 compliance - too bad if you bought a DX9 graphics card months prior to the release of DX10, and effin' awesome if you bought a DX10 card around that time, because it would last you years and years. We'll probably see DX12 come out this year, and DX12 becoming the industry-wide standard by the end of 2014 - that means you need to run out and get a new gfx adapter by that time, if you still want the high-end gfx in games.
