Majority seem indicate PS4 has a 7850 or similar GPU. Also keep in mind whatever it shall be it's going to be integrated version imposing limits as well. Unlike previous console generation this 'next-gen' isn't going to be ahead in GPU of what current single-card high-end PC systems have. Many known developers who had their hands on devkits said as much.

Regarding APIs. PS4 seems will have native access to standard OpenGL 4.2 without intermediate libraries. Leaked Durango devkit specs and hints from developers indicate its GPU will support DirectX 11. So nothing really new there. Besides it is highly doubtful MS will try to make its next XBox to be deliberately harder to port though some incompatible DirectX spin-off. Most high budget games are multi-platform titles, it's just when a console maker owns the development studio (and/or acts as a publisher for title) they can make a title exclusive to their system, but otherwise publishers prefer to make their titles available to all markets, and obviously said publishers would like to keep porting costs to minimum.
