Try the real-life attack on a police officer. RP differs only way to start a PvP but no consequences, ID, in principle, does not matter, the police and military for their rights - the same as freelancers. And their rights are much less that it is strange.
No wonder there is in prison, I think it would be logical to catch destroyed pirate and sell it in a semi-ban in prison for their crimes. Maybe, depending on the level and timing of the game penalty differed from a few minutes to hours with confisсating weapon and ship.
Then the official ID would be a real opportunity and reason for RP.
For now there is PvP server with no defferences of ID's.
