Probably because there was that unfortunate revolution within Kusari. While vanilla Hogos fit well within a vanilla Kusari, they don't really do so within the current one.
You could as well ask the devs why they'd turn Kusari into something it wasn't in vanilla. (They'll most likely blame Igiss though)

There is other way. 8.1 Any legally recognised group is entitled to construct bases near existing permanent bases they own.

The base was constructed by the KSP. So the question is: Do the KSP own NT? And the answer is: Yes they do. (well, technically they don't but at least it's carrying their IFF)
