I'd say if that had ever been considered before nailing down the coup, the whole revolution never would have happened. But as far as I've been told turning Kusari into a republic was part of that mysterious old masterplan of Igiss and just got followed through with.
What could help here is fixing the storyline of a whole house the same way several faction writeups have been wiped and redone. Wipe the .86 history in the next mod update and add a more logical one. But I guess I'm being too radical here.

The Hogos are more pro-Kishiro these days since they are the one "holding the power". Hence the request to soften the GMG-Hogosha-rephacks.
Whether that's actually beneficially for the faction or not is another issue. Personally I think Kishiro has the most awkward situation of all corporate factions. Can't help but have to imagine Gateway posing the Bretonian government with Molly support.
