Please note that while there were a couple of IRP posts done, the people were informed that they could fix their reputation or contact the BDS to be placed on the green list. They chose not to do so.

What is so hard to understand that this is not the way to go? You cannot sit in front of the main planet and gun down traders with wrong rep, then tell them that they should call and get put on the list.

Look at it irply! Every time the station fires, you would have dead innocents, station damage, infrastructural damage to lanes, docking rings, etc... complaints in the hundred from NPC ships... just observe the utter mayhem when the base starts firing. Imagine NY harbour with random artillery barrages and what this would cause!

Just because NPCs file no reports, and noob-players do not know the forums or rp or do not even understand what happened to them does not mean that it is okay and would not have consequences that one can react to.

An ultimatum which demands not a simple IFF change but that the station be turned over to another faction, without offer of compensation. That is rather severe for a first contact.

Severe and also roleplay. It is a harsh first demand, meant to be negotiated.

Instead of talking BDM seems to rather go the "hehehe! Proof pls?! I am le martyr" way, which is in my opinion not the way to go. A less confrontational way and a counter proposal makes much more sense.

Well, IRPly the BDS have asked the prime minister several questions and for evidence to warrant such an extreme demand on first contact. The prime minister has chosen not to reply yet, so a counter proposal cannot be entered.

The conclusion is simply wrong.
A strong party (the government) has made a decision and placed an ultimatuum which could endanger the existence of all Hogosha irply. They could lose everything by losing legal status, they could lose billions for the base.

So yes, they would make a counter proposal to decrease the severity and not go "Prove it, Mr. PM! We dare you!". Too much is at stake.

However in this case it is the prime minister making an unreasonable demand and not responding to questions that will lead down the path to FR5's and hostilities.

Only because the Hogosha are willing to go for a confrontation that they would not risk normally. They ofc can do so because a FR5 would create a mayhem in front of NT to a lolwut extent that no one would want. Also it would likely trigger Admin intervention bc an unlawful base at NT shooting KNF and KSP, also NPCs, would just be totally lolwut and defying logic.

Changing IFF could have been a simple matter of stating it in the skype channel.

Just put this as a counter proposal to the PM. Matter fixed.
I already wrote down how it can be worded and it would even comply with "Turn it over to KSP" demands.

However, it was shown previously that IFF didn't really make any difference to those complaining the most.

Not true. You are talking about a very tiny minority who is sore about Itabashi and especially how they were treated by the players behind it. It's partially their fault, too.

And... on a sidenote: Hogosha players CDing fleeing traders under fire, enforcing a "speed limit" and stuff like that did not help. Do I have proof? No. I still know, I was in the same TS channel when it was done and the lulz was incredible.

E.g. that moment was when I personally started to dislike the station. I assume the players that were treated that way have every reason to be angry, complain and act against the base. It's a homegrown problem.

Does the BDS want this to devolve into full blown hostilities? Of course not. Will they accept it if the prime minister continues on this course of action? Yes.

They would not risk it. They would lose everything. The ID and faction would be wrecked beyond belief and it is already bad.

In general this sounds as if it was a fight that is about pride and the stubbornness of not wanting to move as a consequence to pressure.

In my opinion it would be very realistic and show the greatness of Hogosha if they made a counter proposal that the PM accepts and makes him reduce the severity. This way, the Hogosha would have regained credibility and power (Hey! Look! The PM caved in to our proposal. We are too important to be pushed around) and the Government could be credited with having solved a situation which would be totally inacceptable for Planet NT if this was a real world (imaging the expample of the NY port again) .
