As AD said, Rheinland already has its own Cruiser.But, adding the RMBC would make such an unbalance in Sirius power , considering:

Liberty has:

Liberty Gunboat
LSC
LABC
Liberty Dreadnought
Liberty Carrier

Kusari has:

Kusari Gunboat
Hatchet
Komainu
Kusari Battleship

Gallia has:

Gallic Gunboat
Obsitinate
Valor ( OP )

Rheinland has:

Rheinland Gunboat
Rheinland Cruiser
Rheinland Carrier
Turtle

Bretonia has:

Bretonian Gunboat
Bretonian Destroyer
Bretonian Battleship.

Adding the RMBC would leave Bretonia with only 3 Capital ships, which is to me complete unballance.The concept itself is good, but making it a transport ( as other already mentioned ) would be good.This model could also be used as a replace for Collosus ( That Rheinland-ish train )
