About "PvP death" rule

Hello, i have about questions about 5.7 rule

If the enemy (character or characters) leave the game before two hours have passed, the player may return to the system. If the enemy then returns to the game they may request the player leave the system again until two hours have passed since the original time of death.

1. Can player who was killed, return in system where he was killed when killer not offline, but in other system?

2. May player who was killed by me one system, attack me in other?

3. In-game message says about some "exceptions, that must be looked at forum". Are there any "exceptions" or this is very-very old message?

4. Can i be sanctioned with rule about F1 if my internet or game crashed?
