you can get aligned with faction only if you are full green with them. so, you need to tickle everyone who is full green with you, simply land there and enjoy the aborting work. Then abandon your current faction's missions.

Method 3: Reboot your character, make a new one, buy a fighter and do some missions... eventually blow up some LPI/Navy ships if you need to, noone must get to full green before your desired faction rep does.
