You want me to respect the deal I made with your negotiator. Well here is the deal we made:

I've spoken at length with your negotiator. I'm sorry you had such a rough time dealing with Lord Moka. There has always been plenty of money to be made here. We wouldn't have what we have here without the Rogues, and they wouldn't have what they do if we didn't provide an "honest" market for them.

You two have caused a ton of trouble and many people are going to be upset with me for doing this but here goes. Your negotiator told me you want to work this out and earn a decent living. He also told me that you have no desire to make this personal. I'm going to give you the chance to prove that. I've ordered my people to stand down. As long as you don't interfere with the operations at Saltese or in Puerto Rico all will be fine. You are free to practice your trade anywhere outside the scanner range of our operations. My people can also help provide you a market for any goods you may need to sell.

I'm going out on a limb to offer you this. If you stab me in the back on this one I'll know you were never serious about anything you said to me and anyone else with whom you may want to deal in the future will know as well.

I made an offer. You accepted it. I have upheld what I promised. I have withdrawn our forces. I have ordered an end to hostilities against you. I even asked the Rogues to back off even though they are quite upset about the whole thing. Now you are asking for money. Yes ten million is a meager amount and it would mean nothing to us, but here's the problem. We already made a deal as you can see above. You did not honor that deal. What reason do I now have to believe you would stop anything if we pay you this ten million? I have no reason to believe you at all cine you have proven yourself to be quite dishonorable. In fact, no one has any reason to pay you anything because you have just proven that you will not uphold an honest deal. If you want to shoot someone, you are simply going to do it.

You are an outlaw, even among outlaws. You now have no means to make money because everyone knows you cannot be trusted. I offered and I am still offering to bring you back into the fold. I am offering you the chance to work with us and the Rogues and achieve something great. Why do you insist on acting without honor?
