I think what you observed is not a rule, more like exception. Me, i always look to make the pirate go away with nothing, preferably damaged. During last month, i have seen a bomber flying away from me with barely 5% hull left, a freighter flying away from me with about 30% hull left, a pirate chasing me to the edge of the system and unable to catch me, another freighter unable to seriously damage me while i thrusted some 35k to nearest dockable something, and some 5 or 6 less spectacular cases when pirates didn't get a penny from me and i got away. And once, i was blown up - because the pirate i decided to resist had a fellow not so far away, who dropped in soon after guns went ablaze, SNAC heavy, and i had my thruster destroyed at some point which doomed me for real.
This is not in any way to brag, but just to give examples how hard [ALG] transports can be. At least, some of us, that is.
