Make a new computer account (NOT FAM account) and log on it. Start up Freelancer, go to Multiplayer, accept the new account key it gives you. Log off, log back on your own account, load up FAM. If it doesn't automatically detect a new account, hit Scan. Save the new account, delete your extra computer account that you used (or leave it be if its an account used by family member/friend/has some purpose) and you have a new FAM account. Manually making one only works if you have an FL account that already works, such as one from an account written down on paper, then your game needs reinstalled, you can manually enter your old account into FAM to access it.
