Personally, I've never even met those judges in the time I have been on Disco. Might be because I mainly play Corsair and IMG, so I don't visit Liberty much.
Skimming this topic I get the impresson the Judges are more or less a vigilante force, but one that is quite passive. It might be good for you guys to get yourself into a regular beehive like the Taus or the Omegas, where a bunch of vigilantes would have ample targets to pew. Granted, if you're not that good in pewing you'll be blowing up a lot, but that's all part of the game.
