Well, I don't see how any of the things you said, are relevant to the topic -at all-, and considering the fact that you can't bring up your justification and you need time with it already tells me quite a bit of how legit it's going to be. Or the lack thereof.
Oh and, rivaling the GRN| or BAF| in activity is actually not really something to brag about if you ask me. Les Vampirs and the 13th? I've been around for more than five years, probably bordering six. Most of my factions have been concentrated around the Taus and their neighboring systems. And considering every single Gallic faction has basically nothing to do in Gallia they come out to at least the Taus. In that whole time I have never heard of the "Les Vampirs" before, and if I did they probably weren't important enough to catch my attention.
The 13th is just a group of indi caps I believe, whose roleplay doesn't seem to go beyond of a normal capital ship crew, which it shouldn't anyway.
So in the end, while "the best" is a subjective term, in my opinion, the only list your factions belonged on was the one that listed the factions that never actually mattered and never did anything even slightly significant.
