In 141's case, I will see whether their leadership is interested in at least attempting gaining pardon, however it is all up to them and you hold final decision. Their operatives have also gathered majority of data concerning Nomad influence in Royal ranks.
We do have limited capability to identify Nomad infestation up close, however technology is not suited for mass screening of population and due to lack of alive "test subjects" - results vary and equipment is continously developed prototype. That is one of reasons we generally avoid to spread unnecesary rumours. However recently this technology has progressed enough to allow process of systhematical but slow scanning chain of command from the very top, going downards.
