Description:

The Slomon K'Hara are a sapient, blue skinned, pleisiosaurine extraterrestrial race created as a genetic experiment by the Daam K'Vosh Empire. Within Sirius, they are known to all save themselves as the Nomads.
The Slomon K'Hara date their civilization back at least thousands of years, and developed independently after their masters disappeared. While it is possible that other parts of the Daam K'Vosh Empire contain members of the Slomon K'Hara species, their current and only known habitat is that of the Sirius Sector.

Current Status:

Current reports indicate a large growth in numbers, far more than previously seen in Sirius.
There have been noted two main Nomad fleets and several as yet undetermined small skirmish bands that seem to be also operating at present within the Omicrons.

The Nomads themselves mostly avoid all Order Patrols and manage to pass through Omicron-Zeta unmolested.

At present they continue to use Gamma to slip into Theta, no Corsair patrols have manage to stop this happening at present...or if so, no report has been filed.

These fleets and bands at present, are currently using Theta to jump into O-74 to harass and hunt Zoner shipping and patrols.

Security Level Required: High Military presence is required.

Side Notes:

A. They show aggression at every turn, everyone is to be on high alert when confronted with these beings

B. Further recruitment of pilots to be available to keep security and protect population must be addressed.

C. Construction of more defence platforms are required as a further deterrent until Note B is achieved.

Everyone else and Corsairs

Though it is noted since the Order have made allies with Unlawful s in Rhineland, Order-Corsair relations are not at their best.

Hostile and at War Status:

Liberty Security/Police/Navy, Bretonia Armed Forces including Mandalorian Merc's, SCRA.

Bounty Hunters Guild

All Nomads and their followers.

Notes: Please be-aware they have not acknowledged Nomad/Outcast friendship and as such it warrants further investigation.

Current Status:

The Order as a whole is showing signs of weakening, as they try to stem the tide of Nomad Raids.
Their failures are not due to their pilots, but down to the inability of their leadership to effectively manage the situation.
As such the proof can be shown in their inability to stop the barbarians(Nomads) at the gates.

The Order are still on paper very strong but they have weakened them-selves by expanding out of their mandate.

Their current political attacks on our Zoner group:

a. Their use of Phoenix to bring to bare political dissent in the Zoner community at large is apparent.

b. Their involvement in essentially a Zoner Internal dispute (ref; Lavidia Station), has brought them negative attention within the Zoner population. Also with bringing Capital Ships into O-74 to enforce Zoner Alliance compliance has shown they are willing to fire on allies.

c. Their reported support for a Corsair assault on our-selves is public knowledge.

Leadership:

Current Leader Michal Golanski, has shown that he has fallen short of the mark when it comes to politics and leadership in general(ref; Casper Orillion).
His attacks on and off communication on our great Alliance has shown him to have no real idea of the current Nomad crisis within the Omicrons.
His ability to lead the Order against the growing tide is weak or il-planned and as such we should prepare for the worst.
By interfering with Zoner politics or trying to manipulate/control it, he has far exceeded his position and that of The Order.
Currently he has made no attempt to hide or even hold a neutral stance, thus it is safe to say support for the Order from ourselves and our supporters will slowly weaken.

Notes:

a. With the Order in disarray we must ensure security for our people and as such Military Armament must be exceeded and recruitment of more able pilots to help stem the tide must be a priority.



Description:

Corsair Empire(Imperio del Corsario) is a un-lawful faction from certain points of view. They are ruled by a oligarchy of the most ruthless, powerful, wealthy or influential families. They unlike many organisations can be in some-ways regarded as having Chivalry and a Code of Conduct.
Their main export is Alien Artifacts, their reliance on Zoner shipping to supply their needs has grown over the course of time.
Corsairs main economy is based on smuggling and piracy.

Politics:

Known Allies: Hogosha,Gaians and Farmers Alliance

Neutrals: Zoners and Junkers

Negative stance: The Order

War: Pretty much everyone

Current Status:

The Corsairs are controlled by a council of Elders who try to enforce some form of Organisation within the Empire.
However Corsairs can freely choose whether to join a current Organised Family/Brotherhood or Guild.
This makes controlling individuals who choose not to join, far harder and as such they are prone to not taking notice of the Corsair Laws or its Sirius Codex.
Current numbers of Corsairs are far greater than realised and with that growth things become far harder to control.
Their status in the war with the Outcast seems to be weakening, as numerous Outcast ships have been reported within Theta and even one report stating a Outcast Capital Ship entering Gamma without challenge.
Red Hessian ships have also been pushing forward into Corsair space with reports even suggesting, their ships firing on the shipyards in Gamma.
With the numbers of Corsair pilots failing to stop Nomad battle groups from entering Gamma, it is fair to suggest that they have no reports of this activity or their pilots are avoiding to engage these raiders.

Note:

A. Currently we have been negatively portrayed by several Corsairs not associated with the ruling Council and as such our food shipments and other supplies have ceased until the issue has been resolved.

B. We must avoid as much as possible Unmarked Corsair Ships

C. Escorts when possible must guard shipping till such time an agreement can be met with the Council or Elders.
All Ships are warned not to engage un-less assaulted.
Any Capital Corsair ships entering 74 must be watched in-case of Nomad infection(As previously Reported).

Leadership:

The Corsairs are lead by a Council of Elders
2 are chosen from the Benitez family
2 from the Black Sails
2 from the Brotherhood
and 3 from the general population(who must be approved from the 6)


Note:

A. The only way to resolve the conflict with the Corsairs is through direct negotiation and we call for efforts to restart these talks.
Furthermore, a stable Corsair leadership is within the interests of the Alliance and everyone else involved, but unilateral steps-like the reported Corsairs bid to talk with other groups are detrimental to the peace process/positive relations.

B. Please can all pilots be-aware that we are not at War with the Corsair Empire and as such should their pilots stop you, all efforts should be made to resolve the situation peacefully.

The Alliance has had reports of Corsairs demanding up-to 10 million for an empty cargo ship or even at one point trying to pirate a Capital Ship.

The payment of 10 million is unreasonable and as such from now on until the issue is resolved no payments are to be made.




Description:

A Zoner faction dedicated to supporting the Order both military, financially and also with recruitment.
The Phoenix economy is based on the production of Advanced Technology with the use of Nomad Technology which they receive from The Order and their own raiding parties that go to Nomad controlled systems.
Their Cargo fleet is dedicated to supplying their two bases with the raw materials for production, base maintenance and supplies of H-fuel from GMG.

Politics:

They have by all accounts interfered with our political standing, though it seems they are more controlled by Order policy than having their own.

Their code of conduct states they try to stay away from Politics, however reports indicate they have made unprecedented efforts in this field to undermine the Alliance at every turn. Even so-far as to support an attack on us and our people!

Note: Extreme caution in dealing with these 'Zoners', they are not to be trusted at all with any secure information. Any communications with outside groups are to be via internal messages until at such point a statement of intent is to be communicated on unsecured Comms.

Leadership:

Currently lead by Christian Burton, he has demonstrated a lack of promoting the true Zoners way of life and/or supporting his fellow Zoners. The study has concluded that he is merely a figure head for the true leadership, that being The Order.
Any communications addressed to him should go via Order Headquarters for approval.
Also please be aware that he himself has promoted the attacks on our-selves and as such should be considered Hostile.
Should his behaviour continue this will be addressed in the future.

Notes:

A. The Phoenix has had in no way helped with the defence of O-74 against the Nomad threat and as such should not be supported until such time they become less anti-Alliance.

B. Their Administration of Lividia Shipyard at best is tenuous

C. Their return to O-74 namely Lividia Shipyard as we found is to not support the local population as we first thought but to build a Leviathan Warship/s. When this occurs we will no-doubt, like we have already noticed see a lack of their presence within O-74 once again.

D. Their construction of 'Lividia Palace' is to support the construction of the Leviathan class ship/s and nothing more, also the station is off limits to any and all not in the Phoenix/Order. While we at present offer them the facility to dock at Guard and Sanctuary Station's.
