Must not be restricted.. Does not say they can't tax outside their own home system. Heck, that would just be pure stupidity, as no traders ever enter guard systems. They can tax anywhere in their ZoI, and there are Blood Dragons in Sigma-13. Deal with it, stop trying to get others in trouble. You died or got taxed, thats that, go vent elsewhere, as I'm pretty sure I'm not the only one sick of traders complaining because they got poached.
