The Government is inclined to accept your request, but before we proceed, we would like some more information about your group. Do you and your colleagues use some kind of common identification tag on your ships? Additionally, we would like you to provide more specific details about the types of equipment you intend to manufacture on this base.

Furthermore, as the base is in close proximity to a non-DSE corporate facility, you must contact the owners of Detroit Munitions - that is, Ageira Technologies - to gain their consent to initiate construction. You must ensure that your modular base and any of its attendant modules and defense platform do not in any way obstruct access to Detroit's mooring facilities or otherwise conflict with the base's operations. We recommend not building any closer than 3k to Detroit and the nearest Trade Lane ring.

As far as security is concerned, your base must broadcast a DSE IFF at all times or face serious legal repercussions. Docking permission must be granted at all times for members of the Liberty Forces Primary Fleets.

The monthly fee for a Level 1 base in Zone 1 is 60,000,000 SC per month, payable to Ferris.Dufresne. Should you accept these conditions and receive Ageira's consent, the first charge will be for the month of June.
