Thus, I think it'll be possible to give a permission for group or individual to arise amount of Nomad substance, by official request from the Order. Of course, the decision is depends on your trust to selected group or individual, but I think this mechanism should sift smugglers from real scientists.

This sounds more reasonable, however if this was regarding going through an Order system i would happily apply on the ZA's behalf. However given history i think we would be rejected from this Request out of hand.
