At least in OSI's case, The Order holds a far greater understanding in Nomad affiars, whereas we would likely hold a greater knowledge of affairs concerning the rest of Sirius. No one can be an expert in everything.
The Order has been kind enough to allow small amounts of minor organisms to remain unregulated for Zoner research purposes, and have also been known to allow for greater flexibility with Zoners. All one needs to do is make the proper requests through the proper channels.
If you find that you wish to pursue research, and that said research requires more than the 10 lesser remains allowed under the Directive, then OSI strongly suggests opening a calm and reasonable dialogue with the Order Command. You will find them to be quite open and reasonable when approached as friends and not as enemies.
